She wants you to bring her an emerald. There are a few in the game. If you always sell to a particular merchant, chances are that merchant will have one that you sold them earlier.
The quest text is a bit ambiguous in that it states that she's located "in a village by Lake Silverstep" but it is not Lake Silverstep Village. She actually appears in the village you construct in the Silverstep region (default name: Silvershire), which may or may not actually be near the lake depending on where you chose to construct it.
