Strategy[]
Both light and heavy shields give only -2 attack penalty for two-weapon fighting (usually one-handed weapon in the off-hand gives -4 attack penalty). So heavy shields are always better for str-based attacks (full damage bonus from Power Attack instead of only half), while light shields are suited for dex-based attacks (attack bonus from Dexterity with Finesse Wielding, damage bonus from Dexterity with Finesse Training and from Piranha Strike).
